What's the best retro console for under €50?

A pocket-sized device with an IPS screen, smooth PS1/SNES/GBA emulation, and an SD card with preloaded OS does the job well. For very small budgets, a model up to GBA is enough to start with.

Is a cheap console of poor quality?
